Focus on Energy, Wisconsin's statewide energy efficiency and renewables programme funded by IOU ratepayers, offers a flat residential solar reward — typically $500 per qualifying installation, plus equipment-specific add-ons. Programme funding is annually budget-capped.
Focus on Energy is Wisconsin's statewide energy efficiency and renewables programme, funded by mandatory ratepayer contributions from investor-owned utilities (We Energies, Alliant, Madison Gas & Electric, Wisconsin Public Service, Xcel WI). The residential solar reward is structured as a flat cash-back payment — historically $500 for systems installed by approved Trade Allies, with additional efficiency-bundle stacking available. Programme structure changes year-to-year; confirm current reward levels before contracting. Customers in municipal utility territory (Madison, Wisconsin Public Power member munis) and rural electric cooperatives are typically NOT eligible for Focus on Energy programmes — those utilities run independent (and generally smaller) programmes.
Wisconsin's investor-owned utilities offer net metering for residential systems up to 20 kW (We Energies, Alliant, MGE, WPS) under PSCW-approved tariffs. Compensation is at retail tariff for self-consumption; net excess at end of billing period typically credits at avoided cost.
Wisconsin does not have a comprehensive statewide net-metering mandate equivalent to California, Massachusetts, or Texas. Each investor-owned utility files its own net-metering tariff with the Public Service Commission of Wisconsin (PSCW); programmes differ in system-size cap, monthly netting vs annual settlement, and excess-credit treatment. Common terms: residential systems capped at 20 kW; bills net consumption against generation monthly; net excess at end of billing cycle credits at avoided cost rather than retail. Some utilities (We Energies, MGE) have proposed and litigated minimum bill / fixed charge increases that reduce the value of self-consumption — confirm current tariffs with the relevant utility. Municipal utilities and rural electric cooperatives operate independent (often less-favourable) programmes.
Wisconsin Statutes §77.54(56) exempts solar energy products from the 5% state sales tax (plus 0.5% county-option in most counties).
Wisconsin Statutes §77.54(56) exempts wind energy products and solar energy products from state and county sales tax. The exemption covers solar PV modules, inverters, mounting hardware, and balance-of-system components when sold for residential or commercial renewable energy generation. Wisconsin Department of Revenue (DOR) issues guidance through Publication 222. The 5.5%–6% combined sales tax savings on a typical $25,000 residential PV install is approximately $1,375–$1,500 — meaningful in combination with the Focus on Energy reward and (now-expired) federal Section 25D ITC. Property tax treatment is separate and varies by municipality; Wisconsin has no statewide property tax exemption for residential PV, though many municipalities effectively exclude solar value when reassessing.
