Oregon's Solar + Storage Rebate Program (SSRP) provides direct cash rebates for residential solar PV and battery storage administered by the Oregon Department of Energy (ODOE). Standard residential rebate caps at $5,000 PV + $2,500 battery; low-income tier (LMI) reaches $7,500 + $5,000. Annual program budget allocated each fiscal year (July 1 start), exhausts during the year. Approved Trade Allies (installer network) handle the application paperwork at point of sale, applying the rebate as a deduction on the homeowner's invoice. Equipment must meet ODOE-specified certification standards. SSRP is one of the more straightforward state-level cash programs operating in 2026.

Energy Trust of Oregon's Solar Within Reach program provides higher rebate levels than the standard Energy Trust solar rebate for income-qualified customers. The $1.20/W rate (vs ~$0.40/W standard) targets households earning ≤ 80% of state median income with credit and ownership eligibility verified at application. Available to Portland General Electric (PGE) and Pacific Power residential customers. Stacks with the ODOE SSRP. Low-income customers in Oregon often combine SSRP LMI tier + Solar Within Reach + property tax exemption to achieve sub-$5,000 net cost on a $20,000 system.

Oregon Revised Statute 307.175 provides a property tax exemption for the assessed value increase from residential and certain commercial solar PV installations. The exemption is automatic upon installation and continues for the life of the system. Filed via the local County Assessor if a disputed assessment occurs. Battery storage installed with qualifying renewable systems is generally covered.
1:1 net metering at retail rate for residential systems ≤ 25 kW under PGE, Pacific Power, and Idaho Power Oregon territories. Surplus credits roll forward; annual reset varies by utility.
Oregon's net metering rules under OAR 860-039 and PUC orders provide retail-rate compensation for residential generators ≤ 25 kW. PGE and Pacific Power both apply 1:1 retail-rate netting on a monthly basis with surplus rolling forward. The annual reset varies — some utilities allow indefinite roll-forward, others reset to zero with no cash-out. Confirm with your specific utility. Net metering combines with the SSRP rebate and the property tax exemption.
